I have seen at pearl harbor and at hickam airfield recently, a flag display featuring the 6 branches of the military and the 50 states. At the battleship missouri, the flag for washingon dc is displayed with the state flags, but at most military bases i've visited, it is not under such circumstances. Is their an official policy relating to the dc flag and dc's service personnel and vets? Thank you
