    Which Congressional Act explains that the thirteen stripes represent the original thirteen colonies?

    Interesting question! The short answer is that none of them did. The three Congressional resolutions that defined the flag (1777, 1794 and 1818) just said that it had thirteen red and white stripes (or fifteen, in the 1794 case). I guess the symbolism was so obvious that nobody saw the need to state it explicitly.
