I came up with this design. The Flag Code doesn't specifically regulate pleasure boating and the use of flags. The only issue I could see is that the stripes diminish in size, which some could construe as not representing each state equally. However, the original 13 colonies ranged in size from 59, 918 square miles for Georgia down to 1,045 for Rhode Island.

Anyway, thought this was an interesting design.
