    Claudia,

    I can't find an actual rule on this, so I'm going to go with my gut and say that the eagles should both face forward, toward the crowd. When the flag is being presented all people should be facing the American flag, but I don't thing the eagle counts as a person.

    If anyone has another theory on this, let us know.
