Us and state flags on staffs

When the US and a state flag are displayed in a pubic auditorium on
separate staffs which each have a golden eagle atop the staff, do both
eagles face the audience? Or, does the eagle adornment on the staff of
the state flag face the US flag?

Claudia,

I can't find an actual rule on this, so I'm going to go with my gut and say that the eagles should both face forward, toward the crowd. When the flag is being presented all people should be facing the American flag, but I don't thing the eagle counts as a person.

If anyone has another theory on this, let us know.
