Default US Capital flag

I have a flag that was flying over the US Capital on November 22, 1963, the day president Kennedy was assasinated. I have all documents and the flag was made by Bulldog Bunting and is 100% cotton. Any ideas on historical significance and best appraiser for insurance purposes? I was 11 when I received from my congressman Charles Weltner.
Thanks

Scot Guenter, a former president of NAVA, gave a talk at the 1985 NAVA conference called "This Flag Has Flown Over the US Capitol." I believe that it was published in "Flag Bulletin."

There is a special office in the Capitol that is responsible for raising the flags that are requested by congressmen and the public. They use a special flagpole, of course, not the main ones on the east and west faces. Scot's article had some statistics about how many flags they have to raise and lower each day to keep up with the demand.

There was a news story recently about an intruder who got past the security checkpoints at the entrance to the Capitol, and found himself in the flag office. The people there subdued him until security arrived.
