Sure -- you can fly any flag you want to under a US flag. The only exceptions are flags of other nations and of international organizations such as the UN and the OAS, which should all be at the same height when displayed together.

Does your fish flag have any particular symbolism, or is it just for fun?

No, just a walleye. We put up a new 22' flagpole where we spend the weekends fishing. Always had a small flag attached to the camper before.
