US Flag Patch on sleeve, non-military uniform with existing patch on sleeve?

I have been searching high and low and have not found the answer to this question. On a non-military, public safety uniform that has an existing patch on Right sleeve, does the same standard to flag patch designation apply as it does with the Army regulation, 1/8" below unit patch?

The flag will be union to the front either way, this is not the question.

Well, it's really up to the regulations of the organization that's involved. The civilian Flag Code does not specify anything about these details, and to my knowledge there is no other generally recognized standard for non-military organizations.
