Default Veterans salute

Must a Veteran be covered to salute during the National Anthem?
I usually don't wear hats.

As a veteran myself I would say that you probably "should" be wearing a cap/hat (cover) to properly render a salute. But, hey, that's "just me".

There have been a couple of Presidential "Executive Orders" signed in the past couple of years regarding this particular (and related) subject.

As a civilian and/or "uncovered" veteran, I'd say that you can always "salute" the Flag or National Anthem by placing your right hand over your heart. If you choose to render a "military-style" hand salute, I would suggest that you do it the way we used to do it in the Navy (as near as I can remember, anyway...) when we were wearing a white "Dixie Cup" hat. Place the tips of your right index and middle fingers at the outside corner (end) of your right eyebrow.

However you choose to "render honors" during the playing of the National Anthem, I don't think the "Patriot Police" or "Flag Federales" will come to take you away.
