Robin's reply correctly notes that there will never be a complete change and redesign of the US flag as long as this nation's government remains a representative democracy. However, a valid question is "who in our government is responsible for the design of the US Flag?" Well, on June 14, 1777, it was the Marine Committee of the Continental Congress. On July 4, 1960 (the date the current 50-star USA flag went into effect) it was the POTUS as Eisenhower's Executive Order Dwight D. Eisenhower: Executive Order 10834--The flag of the United States established the design details. The US Army Institute of Heraldry is the agency responsible for providing the exact details of flags made for the government. They provided the info to the White House and probably drafted the wording of Ike's Executive Order 10834.

Which committees in the House of Representatives and/or Senate would be the "most likely" to have "juristiction" in such an instance. Or is it something that is, or would be, left wholly to the discretion of the "Executive Branch" of our government ???

Since TIOH (The Institute of Heraldry) is part of the Army, I believe the Congressional oversight would be the responsibility of United States Senate and House of Representatives Armed Services Committees.
