I would ciontact the local AMERICAN LEGION and see if they can influence them to replace the flag. they may even pay for the replacement themselves.

Normally in these kind of situations, I always suggest using the "direct" approach. BUT..... Judging by what has been said in the "comments" section of the page for the photo on FLICKR.com, it seems that might have already been done.
Well..... maybe..... sorta..... kinda..... in a way.....
While the building has "tenants" (maybe Century 21 is just one of them), the tenants don't take care of these kind of things, nor should they be expected to. THAT'S the responsibility of the building's OWNERS! Find out who "they" are and try the gentle "direct" approach. That usually works. If it doesn't, then what's the solution?

Unfortunately, you JUST missed an excellent opportunity this past weekend with FLAG DAY being on Sunday! TV News crews would have eaten that kind of a story up. ESPECIALLY, if you have a "grizzled" old war veteran be the "contact" person!
BUT..... Not to worry! INDEPENDENCE DAY is just around the corner!
Call the building's owners, or their property management company if they use one, and ask them a simple question. A VERY simple question.
Ask him/her/them how "it" would LOOK to the "public" if a local TV station did a news story about the condition of "their" Flag and their refusal to do something about it?
You don't have to get all "huffy" about it. Just look them in the eye as you ask your "very simple question" in a cool, calm, and direct manner. Their reaction will tell you what to do next.
Are they going to "fix it"? Good! Say, "Thank You", and tell them you look forward to seeing a brand new American Flag up there and that you'll contact them next week about it! That let's them know that you are going to "follow up" on the matter, AND it gives them a "deadline" too.
They're NOT going to "fix it"? Start contacting your local TV stations. The person you want to contact (at least at first) is usually, the "Assignment Editor", OR, if you have the "pull", the "Managing Editor". Remember, there are also radio stations, newspapers, and other media outlets in and around the City of Oakland and the Bay Area!
SO..... What CAN happen if just ONE person makes a phone call ???
NOTE : This story had to do with the City of Milan, Illinois, and their inability to get their Flags lit up at night. One veteran's concern, plus one intrepid reporter's "nose for news", PLUS one TV station's need for a "patriotic" story and, VOILA! Something actually gets DONE!!!
