whats correct at fire station???

hi, Pensacola beach fire house just got completed. the architects put a single flag pole in the middle of the courtyard for the American flag. On the upper floor of the fire house there are 2 other flag poles. one is for surf condition flags and the other is for the state flag......my question is,,,,I always thought no flag could be higher than the American flag. The single pole is about 40 feet from the 2 that are together. can anyone clarify this for us???? thanks in advanced. ECFR station 13
