There are no legal restrictions on disposal of American flags -- anyone can do it. Military regulations, and the civilian flag code, just say that it should be done in a dignified way. The military also specifies that the disposition will be done in private; the civilian code said that originally but no longer does.

I agree with Peter, but with the added provision that the person, persons, or organization properly disposing of the Flag should be the Flag's owner or the owner's authorized agent.![]()
Disposing of your own worn-out flag is one thing, disposing of someone else's Flag without their permission is something else entirely.![]()
