    My understanding is that there are only a few organizations who are truly authorized to dispose of an American flag, though many do.

    There are no legal restrictions on disposal of American flags -- anyone can do it. Military regulations, and the civilian flag code, just say that it should be done in a dignified way. The military also specifies that the disposition will be done in private; the civilian code said that originally but no longer does.

    I agree with Peter, but with the added provision that the person, persons, or organization properly disposing of the Flag should be the Flag's owner or the owner's authorized agent.

    Disposing of your own worn-out flag is one thing, disposing of someone else's Flag without their permission is something else entirely.
